Is it possible to rebuild a ps2dvd game to fit a 700mb cd-r?

That'll probably be game dependant, but if you take out all the movies, you might have some luck, although for most games I doubt it. Why would you want to do that anyway

CD-R's aren't that much cheaper than DVD-Rs now, and even if you do manage to fit a game into a CD, the quality just isn't the same as if it was in a DVD

Stick with DVD media. Watch what you buy. I bought sony, couldn't find verbatum. Thought I got a deal, but in fine print noticed made in taiwan. Haven't had but 2 bad disk out of 50. They both made the weirdest sound in my burner. And the copies made are noisy. Just about every ps2 game will fit dvd media.
