Eh? Subtitles are not physically in the video file, they're in separate stream. It depends on what format you're aiming to convert the DVD to, which tools you need in order to rip the subtitles in format you can later use.
I try to ripping with smart ripper dvd2avi and
tmpegenc
I make a video cd but only video and audio nothing sbutitles .. !
can you inform me what other software I need to ad subtitles to my video cd and where are the separate subtitles streams in a dvd disk?

This has been covered various times. If you search through our forums, you find more detailed instructions. But to be short:
If you follow our DVD->VCD guide which can be found from our article pages, you need to add following steps between AVI.cfm" class="forum_link" target="_blank">DVD2AVI procedure and TMPGEnc:
-install VFAPI Reader Codec
-run VFAPIConverter, load the .d2v file and same it as a pseudo-AVI (whatever.avi)
-install VirtualDub and its frameserver handler (auxsetup.exe)
-install VobSub
-run VirtualDub, load your pseudo-AVI, go to Video menu, select Full processing mode, go to Filters, add VobSub there, locate .ifo file from the directory where you ripped your movie in the first place, select your subtitle language and return back to Dub's main window
-start Dub's frameserver (instructions in various places, like in our DivX->VCD guide)
-leave Dub running and go to TMPGEnc, load the frameserver file you just created as a video source and as an audio source, load the WAV you created with DVD2AVI
-continue normally, don't delete anything yet and leave Dub running in frameserver mode
