I'm assuming you mean that you want to copy music onto your PSP. Here are my instructions:

1.Obtain an MP3 file(s)
2.Make sure that your memory stick duo is inserted into your PSP
3.Connect your PSP and computer with a USB (mini to full sized) cable
4.Make sure both the computer and PSP is on
5.On your PSP go to Settings, highlight USB Mode and press X (O if your PSP is Japanese/Asian)
6.The PSP should be recognised by the computer as a drive
7.Browse to the drive of your PSP and create a folder called "PSP", inside this folder create another folder called "MUSIC"
8.Copy your MP3/ATRAC3 music to the MUSIC folder
9.Once it has finished copying, press O on your PSP (X if your PSP is Asian/Japanese). You can now disconnect the USB cable
10.On the PSP, go to Music-->Memory Stick. If you did everything correctly you should see the music files you copied earlier.

Is this what you meant?

EDIT: Sorry, I saw one of your other posts and I realised that you actually wanted to download music from the internet. I'm not sure if you can save MP3s, but you can subscribe to RSS MP3 feeds and save them to your memory sticks (on firmware 2.7 only).
