This can be done with Shrink and Nero. I assume you have Nero Vision as part of your Nero program...
Use Shrink to cut out the scenes you want from your DVDs. Place each clip in a folder and name it Clip 1, Clip 2, and so on, use whatever names you like.
Once you have all your clips cut out, close Shrink and open Nero Vision.
Select "Make DVD" > DVD-Video.
Select "Add Video Files"
Select your clips, one at a time until you get all of them added. Don't merge them if you see that option come up.
You are adding clips to a "Media Files bin" which is simply an area where all the clips are stored in the program. Once all the clips are added you need to put them in the timeline. Do this by clicking either "Make Movie" or "Edit Movie".
Now you can drag the clips from the "My Media Files" area down into the timeline.
Once you get your clips put in, select the transitions tab, above the Media Files area. It's the one on the right. Add the transitions between each clip. You can set the duration of these transitions. The main thing with transitions is is to not get carried away with fancy star wipes, exploding screens, etc. simple is best!
After that is done, select Next and go to the "Select Menu" screen. Here you can create and edit a menu. You can also select No Menu.
Select Next again to preview.
Select Next again to open the burn setup screen.
That is basically how you would do it using Nero Vision. There are lots of options on each page so if you take your time and explore the program you should be able to make a DVD just the way you want it.
