I am having the same problem with any of the TMPGEnc programs I dont know why they dont put out audio when the source has mp3 audio.I have been searching and scouring everything to find an explanation and solution but haven't had any luck and have tried all kinds of settings and used different programs and still get the same thing. What are you trying this on I am trying to convert and burn "chopper".

Commonly know problem covered in many, many different threads/guides all over the place. TMPGEnc has issues with VBR mp3 audio. If the mp3 is CBR , it should convert it fine (not I am not suggesting that you re-encode to CBR mp3).

Have you set it all up properly in accordance with the detailed instructions found at http://dvd-hq.info/Compression.html

Additionally, there is a superb forum there, handled by one of the people who really, really know this application.

As a general rule though (And I am certain you will all know this) for DVD-Video, avoid the use of things like MP3 audio completely.
It will almost certainly be at the wrong sample rate (And whiulst this is not the biggest problem, believe me when I say it IS one) and additionally having to take an already heavily compressed file & recompress to AC3 is going to make the audio sound dreadful compared to what it SHOULD be like.
Additionally, avoid using MPEG audio in the final DVD too. MPEG audio used to be mandatory support in PAL, but it never was in NTSC. Now it is only optional in NTSC as well.
DVD audio files should always be uncompressed PCM at 16/48 for maximum compliance. Compress to Dolby Digital by all means, but not from an MP3.
