each time i go to download the page comes up "not authorised to view page - HTTP error 403, forbidden internet explorer"

what does this mean and how do i download?

Are you trying to download the newer version. If so what web site are you at. I know you can download it at www.downloads.com. There is also the free version that you can get here: http://www.dvdshrink.org/ Let me know if you are still having problems.
