Help with error 21! answer me, please!

I accidently deleted some files on my xbox and I need some help.
No dashboard boots and I receive the 21 error. Is there anyway to fix this so I can go back to modding like i was short of getting a mod chip? I can't FTP to my xbox anymore nor can I access the memory portion. Any solutions?
