is there a way to reset a computer os with out actually to the destop???Im asking this becasue my win98se keeps crashing when i start and i cant do anything

yes there is. put your windows disk in your CDROM drive. then boot up your computer. make sure your boot sequence will first try the CDROM drive before the hard drive. When booting, the system should read the CDROM, and message will appear saying "press anykey to boot from CDROM". hit enter or whatever, then a blue screen should appear and windows setup will load. From there you can format your hard drive, create a partition if you want, and install windows.
