Hi I need help unlocking my Nokia 6102b.

I tried entering it with the sim card in and it gave me the same "Phone Restriction On" message. I then tried it with the sim card out and it gave me the same message. Is it true that after five times you can't use your cell? I believe I've tried it 5 times and don't want to try anything else if it is going to mess the cell up?
