what does it mean to turn the flashes on and off?

On the emulators there is a a list of things. Two things on the list is the flash thingys which whats you to turn on or off? How do I know if i should turn them on or off?

Depends on the game? I know I gave you a link with the settings for each game, and it tells you when it is appropriate to have flash 0 on or off. Read this and learn what flash is
