I have a:
amd 1700xp
512mb ram
radion 8500
20speed burn proof writer
blah blah blah

but why is it when i go to burn a disk with any program nero/fireburner/cdrwin my system almost grinds to a halt... is there somthing i am missing here :o( or do i need expert help here :o)

Microsoft released a patch for XP pertaining to writing CD's. You can read about it here:

Check on the drive properties if DMA is enabled, if it isn't, enable it.
