"Insert a Playstation 2 Format Disc"

I recently acquired a copy of Beatmania IIDX 11th Style (import), and I got a copy of Swap Magic 3 to play it. I modded my ps2 with a fliptop, and I thought I was all set and ready to go.

But after loading Swap Magic and switching to the game via the fliptop, I get greeted with a red screen that reads "Insert a Playstation 2 Format Disc." Any ideas on why it's doing this, and how to fix it? I've tried doing a search, and couldn't find a topic similar to this.

I am unfamiliar with the more technical aspects of SM3; but does it get around region encoding? Because that may be an issue...
