was looking at an auction on ebay for some German PAL dvd's, it says they work fine in the windows media player. Can I assume that when I use shrink or AnyDVD when I back them up it will remove region coding and allow them to be played on NTSC player?

No. That will not work. You will actually have to use software to convert the files from PAL to NTSC. It will probably play on your computer though.

There are several that can do the job. I believe Nero can do it as well as VSO DivXtoDVD.
