I have a choice between a Liteon 16x DVD (LTD163) or a Samsung 16x DVD (SD-616). Which one should i choose and why ?

I would first go to The French Firmware site (too lazy to check the url, but do a google to firmware dvd) and see if there's a RPC-1 firmware version available for either of the drives. If there's only for one of the drives, I would buy that one.

get the samsung dvd drive ,I and other users have had problems with lite on dvd drive ....which hasn't faired to well. trust me and save yourself some hassle get the Samsung..
