Probably not, cos it won't be as big as a full game. A disc with a high size is required.

But isn't the disc meant to act as a boot for another CD? I thought the initial boot disc didn't matter?

Yes, but it needs to be the largest size possible in order to boot other smaller sized games. It's like Swap Magic for PS2 games; SM DVD has a TOC/size of 4.35Gb & will boot any game up to that size, anything over that size won't boot.
