I get this message when I try and boot a backup using these steps:

Insert action replay
Swap with TOC DVD
Add/Delete Code/Game
Start game without code
Press X
Slide accross swap discs to backup
Push tray in
Slide back

Screen changes then I receive the above message, help?!

If you have a memory card inserted, remove the memory card and give it a go, worked for me.
