What exactly do you want to do, add a chip to the system?

No, i dont think thats possible, you have to replace te bios to do that, when you add a modchip, some chips display there name under the Playstation 2 screen that comes up before loading up a game, but i dont think that has the whole thing modded. You can mod the system in terms of adding a mod-chip, by soldering it to the motherboard, but i dont recommend anyone with little experience with soldering to do this, because the ps2 motherboard is easy stressed, and mo-chip solder points are very close together, so bridging a connection, and not realising, can cause alot of damage.

Yea, you need a mod chip or swap magic for that to work. The best chips out there are the DMS4 and the Matrix Infinity.
You can read about them here and there capabilities:
http://infinitymod.com/matrix/
http://www.dms3.com/cgi-bin/dms4/site.pl?page=news
You can get LED kits for your ps2 online, and the neons will have to be connected to the 12v output on the power supply.
