Can I turn on PS2 without having the CD cover on?

I have a fault with the CD Tray and the only way I can see where the problem is, is to have the CD/Lens black top cover off so I can see into the drive... is this safe?

No one was able to answer me in my other thread ( http://forums.afterdawn.com/thread_view.cfm/379847 ) regarding the CD Tray problem so I am left with no choice but to try ans see where the problem lies...
