Well I have a flash drive, swap Magic, Gameshark 1.1 and gamesaves I have downloaded from the net. What I want to do is put those gamesaves into my memory card. How do I do that? I also have CDgenps2, PS2Menu, and PS2 Save Builder which I don't really know how to use.

Put the saves onto the flash drive. Plug it into your PS2. Use the GameShark's memory manager function to transfer the saves from flash drive to mem card.
Would've helped if you read the instructions for the GameShark.

First of all the gameshark didn't come with instructions otherwise I wouldn't ask, however, the gamesaves I have to choose from are for codebreaker, Max Drive, and sharkport 2 so what do I do?

you'll probably need to get a newer gameshark version 'cause from what I remember the older gameshark version didn't have flash drive support. If i'm wrong on that then you wanna get the sharkport save which might be the most compatible with the gameshark 'cause they are made by the same company.

the gameshark does support flash drive, (USB) but I don't think the sharkport gamesave works. I put it on the card but it didn't come up.

You need to convert the saves into the proper gameshark format.
