I want to take my 2.35:1 movies and turn them in 16X9 movies. I have the files ripped as VOB files. Is there a program that will allow me to take the video files and allow me to cut off the top and sides to my liking, clip by clip?

There are a couple of programs that will do what you want. MpegMediator will take your VOB files and turn them into mpeg4 (DivX, XviD etc.) and you can freely resize the video using the settings. If you'd prefer to keep them as VOB/Mpeg2 files then you should give WinAVI a try. This program will let you save in lots of different formats and like MpegMediator will let you resize the video however you choose.
When you change the size of the video you have to re-encode it from start to finish. These programs will do a good, speedy job with excellent results.

thats changing format not picture size its either widescreen, letterbox, or standard no resizing if u have widescreen your stuck with widescreen

avisynth for editing.
you're not stuck with widescreen forever. you can crop em. ;p

You can use WinAVI to resize the picture and keep the same format. Mpeg2 in;Mpeg2 out-resized. It's a matter of having to re-encode the entire video file if you want to change the size of the picture. TMPGEnc Plus will do it too.
