For months now I haven't been able to burn movies. My dvd burner is only a year old. I've cleaned it, redownloaded Nero, DVDFabDecrypter, DVD Shrink, no new drivers from Toshiba. I can play movies fine and watch them on my monitor. Just no burning. Gets halfway and fails. HELP!!

The media you are using is junk. That may be why you are getting "Illegal disc" errors. Try using something like Verbatim or some kind of media made in Japan. Also try recording at 4x speed, at least at first.
According to Videohelp's database, that DVD burner has a poor track record.
http://www.videohelp.com/dvdwriters.php?DVDnameid=768&Search=Sear...
I noticed also that you have about 1/3 of your memory in use. That seems to be a lot in use while you are burning DVDs. Try eliminating unnecessary background programs (and use Spybot and Ad-Aware while you are at it) and don't do any other work while doing a burn.
-Do you believe you own your computer and shouldn't be told what you can run and do? Then say *NO* to Microsoft Vista!
-Since half the questions here involve media problems, here ya go: Only use Verbatim or Taiyo-Yuden discs (get your TYs from Rima.com, not Supermediastore or meritline). Forget the rest, no matter what "brand" they sell under. Always burn at 4x speed regardless of the speed rating of this discs or your drive. If you have burn problems with these then you have to update your drive's firmware. For double-layer discs, only use Verbatim DVD+R DL and burn them at 2.4x speed.
