I recentley got Swap Magic 3.6 with tools to make import games work,but what my question is what programs and procedures do i need to make import games work on my PS2

2. boot the game with swap magic

no. Import games are games imported from another country. Say you have a USA ps2, if you got a game from Japan, it would be an import. Since that is cleared up, YES, swap magic will play downloaded games.

Probably WinRAR, since they will be compressed.
