To do this is by:

Right Clicking on the desktop and go to Arrange Icons and got to Auto Arange or Arange to Grid. Everything will be lined up no probs.

A good website with XP Skins is.

Good Luck.

no no, actually what i meant was to arrange them where like theyre at the bottom of your screen and like when you put your cursor over it, the icon becomes larger (like a typical desktop in say MAC OS or sometihng like at the top of this page here: http://static.flickr.com/40/105234022_2f474a029f_o.jpg . can you show me how to creat that?

I believe the best piece of software for your intended purpose is ObjectDock. Heres a description from download.com "Feeling jealous of that slick Mac interface? Check out ObjectDock, a free utility that replaces the Windows Taskbar with a colorful, animated dock like the one in Mac OS X. ObjectDock displays icons for currently running applications and also can hold quick-launch icons for your favorite programs. As you pass the cursor over each icon, ObjectDock magnifies it and displays relevant information, helping you find what you need even when you're running several programs at once. An attractive clock rounds out the toolbar. The tiny utility comes with a dozen attractive skins, and users with slow computers can dial down the animation quality to increase speed. There is one major drawback: the lack of a system tray. But if you're dissatisfied with the Windows Taskbar or just want to spice up your Desktop, ObjectDock makes a very good choice." Its also free to use with no restrictions. If thats doesnt suit your needs theres also WindowsBlinds but its somewhat of a lesser program for the purpose.
