Help with coverting files from PAL to NTSC

I need help converting some movies from PAL format to NTSC. I have the program TMPGE but I have no idea how to use it. I used it once to try to convert a PAL to NTSC but it turned out to be to big for a DVD and their was no audio too. If anyone can give me specific instructions on how to do this with TMPGE or with another program I would be very much appreciated.
