If you have a game that says powered by gamespy, do you need to download it or is it just a sponser? please reply and thx

It just means that the game uses GameSpy servers to connect to for online play, as opposed to Sony games using Sony's own servers, or EA Games using EA's own servers.
A lot of games companies don't run their own dedicated servers, so use GameSpy as the host.
There's nothing to download, buy or sign up to. You just need to create a username & password, which can then be used on any GameSpy server on any other game.
