Improving the Quality of Captured Analog Video

Backstory: I've used my Canon MiniDV Camcorder to capture video off my VCR. Everything worked fine, the camera's tape now has the video.

I'm wondering if there is software out there that can improve the quality of the video, once I transfer it to the computer.

The video was shot with a very, very old video camera, so the colour is horrendous. Footage I shot in the evening in my apartment (with every light in the place on) looks like it was shot through night vision goggles.
It was then transferred onto a good quality VHS tape. However, my VCR is going on 11 years old, and the picture it gives is...well, let's say less than stellar. :) Fuzzies wandering across the screen, etc. The heads are probably a mess.

If there's something I could do to make even small improvements, it would be great.

The Afterdawn community has helped me out tremendously in the past, and I'm hoping the trend continues!

TMPGEnc has many software filters to do virtually anything you want. The major problem is the saying "garbage in, garbage out". A lot of times the original VCR tape was recorded using a misaligned VCR. This can cause all sorts of problems. To do a good job of capturing the tape to begin with you will need a good JVC 9000 series VCR at least. If you have the money to spend use Monster brand cables, a full frame TBC and colour corrector will also help out. Unfortunetaly none of these hardware options are cheap. Can you post a quick 30sec clip or some screenshots of how bad it is? I can probably tell you if it salvageable or not.
