NTSC & PAL is there a good convertor program?

hi all

i have the chance of aquiring ntsc films but i am in a pal region will region free make the dvds work ok? or will i need a program to convert from one to the other?

and when would you do this? before downsizeing?

The dvd will work fine. I bought fear and loathing from the states and used dvdshrink to make it region free and it plays with no problems.

I think you would only need to convert it from pal to ntsc (correct me if Im wrong people)but not ntsc to pal

Sorry, i feel i need to correct you ;-) Actually im not sure what you mean!
PAL users have the ability to playback NTSC without problem, but NTSC users cannot play back PAL. Here is a bit of background info on the two types so to avoid future confusion.

All Movie performances are shot at 24.000 fps, no matter the country of origin. These films are then converted to NTSC by a process known as Telecine which adds dummy frames to the 24.000 fps PAL to obtain 29.97 fps.

What does this mean? Basically a film shown in PAL and a film shown in NTSC will last a different length of time, even though they are the same film. PAL users will be viewing the film at a slightly faster rate than NTSC user (24.000 fps - 29.97 fps) meaning that the voices on a PAL DVD will sound a slight higher pitch than those on an NTSC DVD, though you probably wouldn't notice it.

The cardinal sin that most people commit is assuming that region has something to do with the difference between PAL and NTSC. In actual fact, it has no relevance to the differences in the two formats at all. Region encoding (RPC 2) is a system put in place to separate the various different nations and stop their ability to play other regions DVD's in their own systems. It is basically an attempt to screw us over in the different price markets. However, most DVD players in the UK are potentially region free and will play any other region encoded DVD (be it PAL or NTSC). However, the USA is the only country in the world to have outlawed region free DVD players.
