If I flash my samsumg drive with the latest firmware, can I use the
SAMSUNG SH-D162C with the Krion firmware on my pc to back up the games? Or is this just with the NME 360 chip?

You can back them up, but they must be burned to a DVD-DL for them to run in a 360. You can't just port the files from pc hdd to the 360 hdd and play.

I use the sd-162c to back up my games and they all work on my box which just has the firmware upgraded (no nme chip) so yeah, it will work fine.
