for people using Winfast Tv-cards along with a number of problematic webcam drivers.. if you get this error here's how you fix it:
open the task manager (using ctrl+alt+del) and look for a proccess called VM303_STI.

it belongs to the webcam and is starting with the operating system

you must remove it from the registry, here's the easy way:
start menu -> run -> type "msconfig" (ok) -> goto Startup -> search for "VM303_STI" -> uncheck it -> ok -> restart -> all done

webcam will still work fine.. proof: http://jaxx.upcnet.ro/other/daa.jpg
