Mod SCUS/SLUS elf file?

How can you mod the SCUS/SLUS ELF file? Is there a program that you can use or do you have to do it with notepad or wordpad?

You need a specific program to do it, like PS2DIS, or a Hex Editing program. But unless you know what you're doing it isn't advised.
What are you wanting to do to the elf file?

I want to edit the values so that I can basically put the gameshark, codebreaker(once converted to raw hex), etc. codes into the elf file so I dont need to select and bootup the cheats before the game and all that. I've tried using ps2dis but it only saves to a .pis file which, if opened with a text editor, is not the same format as the elf file.
