Unzip the downloaded file, set your desktop as the location. That will give you a folder "FixVTS1.6". Open the folder and you should see the FixVTS.exe.
Click the .exe.
Depending on what version of Windows you are running you may get a security warning.
Click Run.
The ClickVTS screen opens and you can proceed.
That's how it opens for me. See if yours does the same thing. If not, tell me at what step it is failing.

Lets see, when I click the fixVTS .exe the interface opens.
Down in the box, it says "To start, drag/drop a problematic VOB file".
I don't really have any problematic .vobs but I do have a few good .vobs. I'll process those anyhow.
I open a handy folder with a movie in it.
I click the VIDEO_TS folder to open it and there are the DVD files, including all the Video Title Set .vobs.
I select a random VTS VOB, in this case VTS_01_5.VOB, and drag/drop it in.
I notice that the "Full DVD" button is now active, so I click that.
FixVTS starts processing all the VTS.vobs in the VIDEO_TS folder.
All the title set .vobs were processed and a FixVTSBackup folder is created which contains all the original, unprocessed .vobs.
I cut out the backup folder and paste it into my desktop just to remove it from the VIDEO_TS folder.
I never did click the "Open" button. So just drag/drop one of your VTS .vobs from your VIDEO_TS folder into the FixVTS screen and select Full DVD.
