PS2 Version 9 Drive not spinning??

I've got two PS2 Version 9. One does not spin at all. And one spin continuously without stopping but not reading anything.
At first I though it was the DVD controller chip (LA6508 Sanyo) faulty, I have replaced this chip on both PS2 Consoles. It still did not make any difference.
The Laser Eye moves up and down the rails, and read with red laser on both PS2.
But why doesn't my PS2 spin?
Why is one spinning continuously without stopping but not reading??

did you check the coils on the lasers ? usually the laser is bad when the la chip is bad ..
