New Multi-pane Video Effect

I have noticed in many movies, commercial videos, and documentaries an effect where multiple video panes play in the same frame at the same time. Sometimes the background is black and two frames play next to eachoter. Otehr times up to four seperate video frames play at once. This effect was used havely in the series 24, the movie
Phonebooth, and is often seen in widescreen and High Definition shows.

So two questions
1 - Does this effect have a name?
2 - What medium-end or video editing pakcages offer this effect?
