Just before i download the games, i have a question

can the xtreme frimeware 4.2a play xbox 360 PAL games and ntsc

It won't play if it's region locked. It has nothing to do with the firmware. If a game is PAL region and region locked it won't play on a NTSC machine.

Yes, if it is a PAL game and is region-free, then NTSC/U (USA) can play it.
