when a modchip got broken, can it damage your lens? Why?

it is dependent on what you mean by 'got broken'

a mod chip doesn't drive focus voltage so it's not likely that the chip being burned out from a correct installation caused damage to the laser unit.

After using my ps2 for 10 mos, it only reads cd formatted games. So I bought a new lens and it only lasted for a week and the problem returns. A technician told me that I have to replace the modchip because it is also broken and causing the lens to get burned for a short period of time. Is this a fact?

Nope. if it's a V12 and the modder didn't install a laser fix to prevent over current of the focus coils then that will burn the laser unit out if a disc happens to have a smudge/scratch/etc....but the chip does not. sounds like someone is trouble shooting by mastercard at your expense. if this person is whomever installed/sold you the 'new' laser unit, I'd guess they only adjusted your old laser at best. i could be wrong but I've seen it happen way to many times.
