You would use DVD Decrypter (or SmartRipper), DVD2SVCD and CCE (Cinema Craft Encoder), TMPEnc or Canopus ProCoder (encoders). I backup dvd2svcd all the time and find CCE to be the fastest and most reliable of the 3 encoders. All the above is free software except Cinema Craft Encoder. Jump on a p2p file sharing client and search for the program. I have a nice guide and if you need I'll gladly post. Encoding time can be long if you have a slow processor. D2SoBrA 2.44 will speed up the encoding times and still prouce superior video playback. Does your home dvd player support svcd (mpeg2)? Look for a "PBC" (Play back control) feature on your remote or your home dvd player. If it's there then your dvd player will play svcd.

Guide is a little outdated m8. Use burnatonce(freebie burning application) to burn bin&cue file format.
