PST Phone Programmer [Not compatible with Windows XP?]

I have been all over the net looking for a solution to my problem and all though I see the same problem everywhere, the solution for them is not working for me.

For starters, I have the Motorola Razr V3. When I turn the phone on I get a blue screen with the Motorola symbol in the middle and across the bottom of the screen is says BOOTLOADER USB INIT.

From what I have read I need to download the P2K manager which I have. I have also downloaded the PST Phone Programmer [zipped file is labled "pst581"] because I was told that the P2K manager can not connect with the phone without it. My only problem is that the Phone Programmer tells me it is not compatible with Windows XP upon openning and then shuts down. In threads I have read it seems as though other people with XP did not experiance this problem. Are there different versions of the file other than the "pst581"? If so and I should be using a different one, where can I go to get that?

I am at a loss for what to do at this point. Any feedback would be greatly appreciated.
