VGA V DVI connections - How much better

I have my PC hooked up to my 32? HDTV via a VGA cable (so the same as a regular monitor) and the desktop (windows) looks pretty good. The PC also has 5.1 sound so I watch all my DVD?s through the PC.
Can anyone tell me what I?m missing buy not using the DVI connection as regards picture quality. (Is it worth getting the newer cable?)
Also for DVD?s I use both ?Power DVD? and ?Win DVD?. The ?Power DVD? uses something called CLEV (Cyber Link Eagle Vision) and I was wondering, does anyone know if this is the equivalent to DVD upscaling? If it?s not can anyone suggest how to Upscale my DVD?s using currently available software.
At the end of the day I?m just trying to get the best picture and sound from the equipment I already have.
Any suggestions welcomed

PC is a HP Pavillion 3.66Ghz with 1Gb Ram, 256Mb ATI X300 Graphics card, 5.1 sound card
