Hello i just bought the new GTA: Vice city stories and my sister stupidlyclicked on upgrade :( I was just wondering is their is a possible downgrade back to 1.5 it has installed 2.81.

no you can only downgrade from 2.71 , there are no downgrader for higher than 2.71 you have to wait for now

If i went to System Settings then Restore Defualt setting would that send it back to 1.6 (Or whatever it was)?

No, restore default settings is to reset your settings like name, date and time, etc..
