I have an equilzer extreme (psx version of action replay) and a gta:sa cheat disk i was wondering if i was able to boot game backups using these disks?

You might be able to boot PsOne backups with the Equalizer Extreme, but you certainly won't be able to boot PS2 backups with either of those.
Install a modchip, or buy Swap Magic with a suitable softmod swap method. You've got to put some sort of expense into it before you can start saving cash with backups.
