I bought a new chip but the cicuit board is much smaller than I thought. Any soldering tips. HELP

All you need is a Steady hand, SHARP SOLDER POINT, and the Smallest solder wire size you can find (.015 mm).

If your PLaystation is a v5/v6, Your in luck. Its one of the EASIEST to chip, since the only legs needed to be soldered are the big Bios ones.
