IF after you extract them they are a PS2 iso/img then you can burn that and a modded console will play it.

Yes, if it was originally a cd based game, but most games are usually DVD based & need to go on a blank DVD.
The only other way is to shrink the dvd images by ripping content from the game, but that's really pretty pointless these days with cheap dvd burners & media then why would you only want part of a game?

DVD burners are as cheap as CD burners and in most cases DVD media is cheaper then CD media.

My answer would have been
No you can not burn rar files to play on a PS2
You can however burn the ISO file it creates after you extract it.
