RESTRICTION CODE FOR NOKIA 6280

Hiya Folks,

I have a nokia 6280 locked on the network "3" UK. Anytime i turn the phone on, its asking for a restriction code....after reading some of the posts here, i believe only the network provider can unlock it, is this still the case? or can someone here help, (since its christmas)
