Country the phone is locked in: Portugal

Actually I always use two different SIM cards to check things out, and it was still locked.
I tried the first code (the "+1" one) and it was accepted with the indication that restrictions had been removed, but I changed SIM cards and the locked message appeared again (I was expecting this, as I said earlier I know I need a +7 code for this model/country/provider combination). Afterward I retried the +7 code and it was accepted. I checked with both SIM cards and it's working OK now. Never seen this behaviour before.
Anyway thank you very much for your kind help and patience with me.
