GTA VIC problem in 3.02 OE-b

I have this problem when I load my cso of GTA VIC on my psp which is 3.02 OE-b in version, after the gameboot, it just goes to a black screen and nothin comes up.

try loading it from devhook some games willplay from the xmb and some wont
