TMPEnc One Clip to Several Tracks

I am a new user of TMPEnc 2.0 Author. I typically import a single 2-hour "clip" from my VHS home video tapes. I want to create several "tracks" from this single clip because it contains video recorded on multiple occasions. But with only one clip imported, I can only subdivide it into "chapters" (but not tracks). I'd like to reserve chapters for use within a track. The program seems to be missing what I have become accustomed to in audio editing: an ability to select a segment and do a "Save As..." (a new filename). Does any one have a suggestion, that doesn't involve buying a different software program?
