I've managed to get this working apparently flawlessly through HD Loader with the proper modes enabled. The only issue that remains is how to properly convert to NTSC. The PAL to NTSC converter I use offers a y-fix to best fit the greater number of PAL lines within the smaller NTSC screen. I've tried running a straight PAL image hoping for a screen selector to pop-up in game, no luck. I've tried loading the image with y-fix adjusted at 32, 24, 16, and 0, all failed to load properly. Those that weren't black screens were all but black except for the little verticle line of color on the left edge, pressing the buttons did nothing because it was clear when the analog light turned off that the game wouldn't (and as it would indicate, didn't) respond.

I am using HDLoader 0.8b. Help.

p.s. Each NTSC convert required me to re-extract, re-patch, and re-upload the entire game image.
