runtime 7 error help

I try to open independent compiler 4.1 and it gets to the screen where i have to click on the button that says "close this window". After i click on that i get:

runtime error '7'
out of memory

I have tons of space left and i tried repairing windows xp and i tried re downloading independence compiler 4.1 but nth works. Can any of you help me?
