I don't know if this is the right forum to post in but here goes.

I have an US console machine and I live in Europe. My current TV will only show a black and white AND rolling picture, which means I can't just get a new cable.

What kind of herts should a TV be able to run for me to be able to view the NTSC signal?

50hz only or 100hz only or both? Or does this have nothing to do with the fact that it will or won't display the signal.

the Hz has little to do with the video system ex PAL-M 60Hz but PAL You need a TV that can display NTSC more commonly known as a multi system TV you also can get a hardware converter box that goes from NTSC to PAL http://www.micronica.com.au/catalog/nps3000/

also NTSC runs at 60Hz usually
