runtime 7 error help

i tried opening independence compiler 4.1 but every time i get to the part that says "Close this window", i click on it and i get a message that says:

run-time error '7'
out of memory

I have more then 200 gigs of free space left and i tried repairing windows xp and i tried re downloading independence compiler 4.1 but nth works. Can any of you help me?
